The Core Works and Strategic Facilities Plan Programmes

Introduction

Over the life of the Contract, Defence Estates require MODern Housing Solutions to raise the standard of some Service Family Accommodation (SFA). This is carried out by the Core Works Programme. In addition MHS will be replacing certain components within SFA (e.g. Boilers) as the items get to the end of their life so as to avoid excessive maintenance cost. This is termed SFP.

Core Works – Major Upgrades, Refurbishments and Modernisations

These are projects designed to, in the main, upgrade properties to Standard 1 for Condition subject to the availability of funds. The group of properties to be included in any one upgrade project will be specified by DE. The scope of work involved in these upgrades will require a full internal strip and rebuild of the property

The nature of Core Works requires that the work will have to be done when properties are unoccupied. Full consultation and coordination of programmes in partnership with Defence Estates, who will manage any decant programme, will be carried out before this is started, and liaison staff will be deployed.

Strategic Facilities Plan (SFP) – Life Cycle Replacements

Various elements of properties have an expected life e.g. boilers, roofs and wiring. We will instigate a Strategic Facilities Planning Programme to replace these life expired elements and make an effort to carry out these repairs whilst Occupants are still in-situ. We will advise Occupants of the properties affected by these programmes beforehand, and will endeavour to meet individual needs and convenience issues. During project execution we will provide liaison staff to iron out any problems that may arise.

Occupants should be aware that these works will be agreed with DE and subject to the availability of funding.
